Introduction

The Library, which is in operation an average of 80 hours per week, contains a monograph (or print) collection that currently consists of over 100,000 volumes.

Through the use of NCLive (North Carolina’s virtual periodical holdings library), print journals, and microforms, students have access to over 9,000 journals. Online databases, both general and discipline-specific, further increase access to research materials.  InterLibary Loan (ILL) plays a major role in student research. Should a student locate a citation for material to which the Library does not have access, the material is requested from another Library in the state, country, or another continent. 

Multimedia classrooms such as the Library Lab and the AV Auditorium provide access to computers, LCD projectors, and DVD/VHS players in order to enhance the learning experience of each Wingate student.

There are various study opportunities for all learning styles located in the Library. Study carrels, which provide complete privacy, are located in The Quiet Room where talking is prohibited. The Haskins Room and Mezzanine are areas available for quiet, group study and the Reference Department offers a variety of study options. 

Bibliographic Instruction classes, in which students learn how to search online databases, the card catalog, and the Internet are provided by the Reference Librarians.

The Library’s web page provides access to its card catalog, journal holdings, NCLive, online databases, and other general information. 

The Ethel K. Smith Library also houses the campus’ flag collection, which consists of the national flags of all the countries visited by students and faculty during W’International, Springnational, Wingate-In-London, and other study abroad programs supported by the University.

Library Mission Statement

The Ethel K. Smith Library of Wingate University exists to support the learning experiences of the students and the teaching and research activities of the faculty and staff of Wingate University by providing books, periodicals, audio-visual materials, and the tools of computer technology.

Materials are provided to address the needs of all our students.  As the graduate programs have increased, the Library has endeavored to support those programs of study with appropriate additions to the collection.  A strong emphasis, however, remains on the materials which serve the undergraduate level of study.  The Library encourages the faculty in their own professional growth and development. 

Intellectual freedom is important to the Staff of the Library; therefore, a wide range of materials, presenting many differing views, is reflected in the collection.  Faculty members of all the disciplines represented in the University’s curriculum have an active role in the selection of materials.

Section I.  Circulation Desk

Section I.  A.  Circulation Desk Mission Statement

Circulation Desk policies and procedures are created to efficiently track and control movement and usage of all items included in the Ethel K. Smith Library collection.  These procedures will be reviewed on an annual basis and as new needs arise.

Section I.  B.  Library Materials Usage Polices

Section I.  B.  1.  Loan periods for Books located in the Main Stacks

  • Faculty: 1 semester
  • Wingate University Students: 3 weeks (1 week during Summer Sessions)
  • Friends of the Library (FOL), Staff, Family, Courtesy, and High School Students: 3 weeks
Section I.  B.  2.  Loan period for Book Renewal
  • All Patrons except Faculty:  1 week (same item may not be renewed more than 1 time)
  • Faculty: 1 semester (same item may not be renewed more than 1 time)
Section I.  B.  3.  Loan period for Videos/DVDs/ CD’s/Multimedia
  • All Patrons must use AV items in the Library.  : 3 hours
  • (Rooms are available for using AV items)
  • ONLY faculty members are allowed to use these items outside of Library: 3 days
Section I.  B.  4.  Loan period for AV viewing room keys
  • All Patrons:  3 hours
Section I.  B.  5.  Loan period for Reference materials
  • All Reference materials must be used in the Library. 
  • (Faculty may be permitted to use items in class at the discretion of a Librarian.)
Section I.  B.  6.  Loan period for Reserve materials
  • All Patrons: 3 hours
  • (Reserve items must be used in the Library.  Exception –
  • Faculty member that placed item on reserve may check it out of the Library.)
Section I.  B.  7.  Loan period for Periodicals
  • All Patrons: 3 hours
  • (Periodical items must be used in the Library.  Exception - Faculty may be allowed to check out periodical items for a specific class with special permission from a member of the Reference Staff.  Simply fill out a transaction card, available upon request at the Periodicals Desk, and have the form approved by a Reference Librarian.)
Section I.  B.  8.  Student/Patron Checkout

Wingate University students must present their University ID card to charge out any/all items in the Library.  This includes reserves and items that are only used in the building.  All other patrons must have a Wingate University ID or a Friend of the Library membership card. Faculty may give written permission for a Student to charge out an item on their ID.  In this event, the Student must also present his ID and be charged as the Proxy Patron. The Proxy Patron information allows the Library staff to properly track item usage. Patrons without one of the above forms of ID are welcome to use the items in the Main Stacks and Reference while in the Library.  A student may check out maximum of twelve items at any one time.

Section I.  B.  9.  Overdue Items and Late Fines

Should a student have more than five overdue items, his or her checkout privileges will be suspended. Late fines are applied to items returned after their due date.  Late books will be fined at a rate of 25¢ per book/per day late.  Should the total fines for a student equal or exceed $10.00, checkout privileges will be suspended until the fines are paid or are sent to the Business Office. Fines that remain unpaid at the end of a month will be forwarded to the Business Office for collection.  All Library items that are not returned at the end of each semester are considered “Lost.”  Lost items are fined at the amount it would cost to replace the item plus Late Return Fees and a Processing Fee.  These fines are also sent to the Business Office for collection. If a Lost item is returned to the Library, a credit will be issued for the replacement cost and any additional late fees determined by the Circulation Supervisor.

Section I. B. 10. Student/Patron Privileges

Student/Patron privileges and procedures are outlined in Section I. B. 9. and Section 1. B. 10. However, the Library may apply fines to an account or suspend account privileges at any time deemed necessary by the Library staff. Causes for either or both of these actions are listed below. The following examples of account violations are meant to be illustrative rather than exhaustive:

  • Overdue book fines
  • “Lost” status applied to checked out material(s)
  • Failure to return recalled item(s) within a timely manner
  • Inappropriate use of Library material(s): highlighting the text, notes written in the text, etc.
  • Excessive damage of Library item(s), which exceeds the normal wear of scholarly use, while in the possession of the borrower: water, food, or pet damage, etc.

Extreme violation(s) of privileges will be addressed through the Office of Student Affairs.

Section I.  B.  11.  Reserve Items

Course Reserve materials are processed by the Circulation Supervisor. Faculty may place items on Closed Reserve for specific classes each semester. Reserve items include materials from the EKS Library collection, personal copies of books, films, etc., and journal articles with specific conditions.

Reserves require a small amount of paperwork from the professor prior to processing. Materials are placed on Reserve by the faculty member completing a Reserve form for the type of item they wish to place on Reserve.  Items in the EKS collection should be retrieved from the stacks and listed on the appropriate form by the faculty member. Please make the appropriate selection from the options below:

Reserve items may only be used inside the Library and the check out period may not exceed three hours. Patrons must have their Wingate University ID card for check out. E-Reserves may be accessed from the computers located in the Library or from computers connected to the campus network. 

Following copyright creates constructive implications for Library purchases, keeps curriculum and resource materials current, and models positive citation elements for your students.
GUIDELINES:

  • It is the responsibility of the faculty member to comply with federal copyright laws. The EKS Library will follow federal copyright laws. The Library staff reserves the right to deny a request we request we consider to be a violation of these laws. If the faculty member can supply sufficient documentation that the item is copyright-free material or written permission from the copyright holder to use the material in this manner, copyright guidelines will be waived. For copyright hints, check out the following websites:
    • The United States Copyright Office (http://www.copyright.gov/)
    • Fair Use (citation for information below: http://www.copyright.gov/fls/fl102.html) One of the rights accorded to the owner of copyright is the right to reproduce or to authorize others to reproduce the work in copies or phonorecords. This right is subject to certain limitations found in sections 107 through 118 of the Copyright Act (title 17, U. S. Code). One of the more important limitations is the doctrine of “fair use.” Although fair use was not mentioned in the previous copyright law, the doctrine has developed through a substantial number of court decisions over the years. This doctrine has been codified in section 107 of the copyright law. Section 107 contains a list of the various purposes for which the reproduction of a particular work may be considered “fair,” such as criticism, comment, news reporting, teaching, scholarship, and research. Section 107 also sets out four factors to be considered in determining whether or not a particular use is fair:
      1. the purpose and character of the use, including whether such use is of commercial nature or is for nonprofit educational purposes;
      2. the nature of the copyrighted work;
      3. amount and substantiality of the portion used in relation to the copyrighted work as a whole; and
      4. the effect of the use upon the potential market for or value of the copyrighted work.
    • Other Copyright Requirements from the EKS Library Staff:
      1. Photocopies from books: no more than 10% of the book is allowed for any in-print or reasonably obtainable book.
      2. Photocopies from journals: only one article from any single issue (not volume) is allowed.
      3. One print copy (and an electronic copy on E-Reserve) of an article may be placed on Reserve for one semester without the copyright holder’s permission.
      4. Journal articles available through the Library’s database subscriptions: these articles may not be placed on Reserve; supply your class with the citation and retrieval method for the specific database.
      5. Journal articles available through the Library’s print subscription collection: these articles may not be placed on Reserve; these collections are maintained in the Closed Stacks, which insures close monitoring and convenient accessibility.
      6. InterLibrary Loan Photocopies: these items may not be placed on Reserve.
      7. Internet material is subject to copyright law; provide your students with the URL for the website.
      8. Textbooks may not be placed on Reserve. The Library does not collect textbooks within the current curriculum.
  • Reserves requests should be submitted to the Circulation Supervisor prior to assigning them to your classes.
  • Items submitted to the Circulation Supervisor during regular office hours Monday through Friday will be entered into the computer and available for retrieval by patrons within 24 hours of the initial Reserve request. 
  • From the EKS Library collection, no more than 20 monographs per course may be placed on Reserve.
  • For article(s) placed on Reserve, a class roster will be required to post articles as E-Reserves for access via the web. Per copyright restrictions, only students registered in the course may access the material electronically. One copy of the article(s) will remain at the Circulation Desk.
  • All items placed on reserve will be removed at the end of each semester and returned to the EKS collection or the faculty member’s private library from which the materials originated. 
  • Copies of specific items may be produced for the purposes of preservation. This decision will be made on a case-by-case basis and at the discretion of the Librarians.
  • Librarians are not allowed to function as copy agents.

Section I.  C.  Guest Patron Usage Policy

As defined by the operating Mission Statement, the Ethel K. Smith Library of Wingate University identifies its primary patron base as: Wingate University students, faculty, staff, Wingate University family members, and Friends of the Library patrons.  On a secondary level, the Library, in conjunction with teachers from area high schools, extends its services, use of the collection, and Bibliographic Instruction program to various high school classes.  Finally, the Library makes available its resources to the members of the community.  Community members who are not a part of one of the aforementioned groups are defined as Guest Patrons.  The Library does emphasize academic aspects of community service and outreach.

Section I.  C.  1.  Guest Patron Requirements:
  1. All guest patrons under the age of 16 must be accompanied by a parent/guardian in order to use any of the Library’s resources (Maximum ratio – 1 adult for every 5 children).
  2. a.Guest patrons are expected to follow the same code of conduct as Wingate University students, faculty, staff, and Friends of the Library patrons.
  3. Guest patrons are subject to dismissal at the discretion of the Library Staff.
  4. For all guest patrons that are participants in either a Campus or Off-Campus group (such as Passport or the Helms Leadership Conference), the supervision of the users is the responsibility of the sponsoring department/agency.
  5. Exceptions to the above for faculty/staff children are at the discretion of the Library Staff.

 Section I.  C.  2.  Filtering Statement

The Ethel K. Smith Library supports the academic curriculum and research needs of Wingate University.  No filtering devices are employed.  This is a university environment and it may not be suitable for unsupervised children.  The Library Staff cannot and will not be responsible for monitoring the searches of guest patrons.

Section I.  C.  3.  a.  Wingate University Family Cards

All children/spouses of Wingate University faculty/staff are eligible for Family cards.  These patrons are required to apply for a Family card rather than use the card of a parent/spouse.

Section I.  C.  3.  b.  Friends of the Library

The Friends of the Wingate University Library is an organization created to encourage an understanding of the work of the Library, and to attract, through gifts or bequests, new resource materials. Memberships are available in several forms:

  • High School Students: $20/school year     
  • NC/SC Public School Teachers: $20/year
  • Individual Membership: $ 30/year
  • Family Membership (member & spouse): $ 40/year
  • Family Membership (member, spouse, & all children under 17): $ 50/year
  • Sponsor: $ 75/year
  • Patron: $ 150/year
  • Benefactor: $ 500/year
  • Lifetime: $ 2500
  • Courtesy: cards issued to clergy by special approval of FOL Board
  • Faculty Family: family members of Wingate University Faculty/Staff
  • CAEC Faculty Card: issued to Charlotte Area Educational Consortium
Section I.  C.  3.  c.  Members

Membership cards may be requested at the Circulation Desk.  A membership form must be completed and accompany payment for membership. Memberships must be renewed annually.

Section I.  D.  Student Library Assistants

Wingate University students are hired each semester to work as Student Library Assistants.  Interested students should request an application from the Circulation Supervisor.  Student Assistants are trained each Fall in current policies and procedures of the Library.  Each Assistant has a daily assigned work location and tasks to be completed while at that location. 

Section 1. E. Food, Drink, and Tobacco Products

Drinks, in acceptable containers, are allowed in designated areas of the Library. Designated areas do not include the AV Auditorium, the AV Viewing/Listening Rooms, the Library Lab, the Main Stacks, or the Reference Computers. These include containers with sealable lids. No food or tobacco products are allowed anywhere in the Library.

Section I. F. Cell Phones

The Library is a quiet place to study and research. Therefore, all cell phones must be turned off in the Library. Patrons must exit the Library in order to use cell phones.

Section I. G. Patron Assistance

For patrons with disabilities, injuries, or physical limitations, staff at the Circulation Desk will assist with retrieval of materials. Simply ask at the Desk or call ahead at 704-233-8089. In the event that a patron has difficulty accessing the building or any of the areas or services in the facility, contact the Circulation Desk at 704-233-8089.
